There were 2x Blackjacks in Venezuela last fall. They practiced long-range missions, something long-term aviation has not had the chance to do for many years. There was never any question of the sale / transfer to Venezuelans.

Two Tupolev 160 Blackjacks were indeed sent to Venezuela in September to conduct exercises in neutral waters. They have not been delivered to Venezuela, they just got permission to land there. They were returning to Russia after the exercises.
