The software alone would cost way more money than most people, but one of the biggest is called cyberarts. Another is Crypologic.
If you are looking for Freeplay then you probably do not need government approval so that is in your favor.
My main concern would be market penetration. The internet is overwhelmed with gaming sites now.

they have been programmed by a programming language popular. not html. Learning these things can take years, man! the language is complicated, trush me, my father works in computers and I saw his work involved (it is very complicated). software for this could be Exspensive, but if you're really good and can do so from scratch, Be My Guest.
